Every council

What landlords need to have ready.

Mandatory: 5 or more people from 2 or more households sharing a kitchen, bathroom or WC. Additional: usually 3 or 4 people from 2 or more households (some councils include s.257 converted blocks and flats in purpose-built blocks). Selective: single-household lets and up to 2 sharers in the named area. Licences normally run up to 5 years; councils give 1-year licences where there are concerns or no planning consent.

Certificates

  • Gas safety certificate (Gas Safe, within 12 months, all appliances)
  • EICR (within 5 years, satisfactory; Lambeth also wants proof C1/C2 faults were fixed)
  • Fire alarm test certificate (BS 5839, within 12 months, for HMOs)
  • Emergency lighting certificate (BS 5266, where fitted)
  • Fire risk assessment (HMOs)
  • EPC (usually A–E; C or better earns a discount at many councils)
  • PAT report (where appliances are supplied)

Property

  • Floor plan of every floor (room sizes in m², kitchens, bathrooms, WCs, alarms, fire doors, exits; hand-drawn is usually fine)
  • Storeys, lettings, households and occupants (including children)
  • Copy of every tenancy agreement (or the proposed agreement if the property is empty)
  • Planning permission for HMO use (in Article 4 boroughs; Redbridge asks for proof)
  • Land Registry title (Lambeth: dated within 28 days)

People

  • Licence holder's full name, date of birth, address and contact details
  • Manager or managing agent details
  • Fit and proper person declaration (unspent convictions and past licensing breaches, for holder and manager)
  • Interested parties (freeholder, leaseholders, mortgage lender, anyone with a legal interest)
  • UK-based agent if the landlord lives abroad (Hackney, Islington, Greenwich)

Money and discounts

  • Card for Part A at application (Greenwich: no Amex or business cards; City of London: bank transfer)
  • Part B is paid when the licence is approved
  • Accreditation number or certificate (LLAS, NRLA, Safeagent, Propertymark and similar)
  • Claim discounts at application (they're usually lost after warning letters)
